So it turns out that the general term for a timelapse video in which the camera moves (the superset of drivelapse) is hyperlapse. It also turns out that someone has figured out how to create hyperlapse videos using the still images from Google StreetView and proved it with this lovely sample (note the clever use of the full visual dome of images taken by those funky cameras).
