While in practice, ascribing onerous duties to citizens, of the "rich and poor alike have a duty not to sleep under bridges" variety, is indistinguishable from denying them full rights and protections, there is a superficial theoretical distinction which can lead the ordinarily well-meaning into grave error. Such an error may be more akin to contempt or lack of respect than outright hatred.
