For the CPU, we're buying new (Eaglet was Very Firm on this point, not wanting to deal with either refurbs or dodgy suppliers for either this or the GPU) and we've been assured by multiple build videos that this model comes with the thermal paste for mating its cooling fan to the chip. (I've had to reassure Eaglet that, in case it doesn't, we can quickly run over to Best Buy for some.)
