There may well be an idiom I haven't heard of, but operative senses I see are that she is introverted, slow on the uptake on emotional matters, and physically slow (she barely met the minimum physical fitness requirements for an active duty police officer). She's also physically small, as in noticeably petite for a contemporary Chinese woman, but I haven't seen anything connecting that to snailiness. At some point, I thought I read something about her doodling herself as a snail, but if that happens I haven't met it yet.
ETA: There is, btw, a drama adaptation, but I haven't looked it up yet.
