For mundane-world* cracktastic, you can't get much better than some of the works of Chiho Saito, the creator of Revolutionary Girl Utena; that manga is over-compressed and doesn't show her at her best, though, so try First Girl or Daughter of Basilis (both unlicensed, scans complete). For fantasy crack, I suggest either Sugar Sugar Rune, where despite the romance gimick the friendship is the point, or Tenma no Ketsuzoku, in which our teenage heroine is the head of Genghis Khan's household guard.
* I initially typed "real-world," but stories about teenage Japanese tango dancers who get sold to the ruling family of a small South American country (who then get immediately overthrown in a junta) are not exactly set in the real world.
