Very much the point, as Anthy's original mistake was made to prevent Dios from doing just that.
I'm still thinking about the Dios/Akio existential status thing. But you may be right, given Dios was the last test of her nobility. (Notice, btw, that Utena's slamming her fist in the floor was a visual echo of her doing so next to the Black Rose Boy's head when she challenged him to a duel.)
